Sherlock Holmes from the 2010 British TV series (4 seasons if I recall) and it isn't even close.
A distant second would be Larry David from Curb but I guess he isn't really "fictional" per-se but more of an embellished caricature of himself.
I might also go with Tony Montana, no one, not the B10, not the SEC would be able to say no to his little friend.
