Most coaching jobs are only open because the previous coach was fired. Occasionally an opportunity opens up at a strong program because the prior coach left, but those are few and far between, and they are almost always at mid or low majors. A new coach has to start somewhere, and a high major dumpster fire like Depaul is better than a low major dumpster fire like pretty much all of them that have job openings.
Nah, it really isn’t. You really would like to start at a solid mid-major, like an A10 program. Going to a 21 car pileup like DePaul is almost guaranteed to drive your career off a cliff. It will be a Hurculean task to get them to .500 and you aren’t getting a better job off that. Not a guaranteed long term contract either.

He hired Bryan Mullins, the recently fired coach of SIU who is supposed to be very connected in Chicago. A nice start.
