Tom- The earthquake simulation is legit. It was commissioned by the Washington DOT as part of the planning process for the replacement of that viaduct. (It had been damaged by a slightly smaller earthquake in 2001.) The DOT decided to replace the viaduct with a bored tunnel and construction started last fall.
